actually, it stems from a historical fact. before America busted open Japan's state of isolation, most had never seen hair colors other than black and brown. so, one common way anime creators choose to signify an important character is to give them a different hair color. you might notice that all average Death Gods or Shinigami have black hair. Bleach, like Sully said, is meant for Ichigo's hair. and yes, i know some important characters have brown or black hair too. but they're ususally heavily outnumbered, and often have a unique hair style to make up for the normal color.
