OHHHH!! I'VE SEEN HIM BEFORE!!!! He's Ichimoku Ren from Jigoku Shojo!! You can check up the description for Jigoku shojo on wikipedia, and this guy is one of jigoku shoujo's assistants. it's a good anime, watch it!! there's also a live action version of jigoku shoujo =) enjoy the series!!
